We beg to acknowledge the receipt of your letter of the 10th ultimo reference 82765/31 regarding the draft Articles of Agreement between the Governor of Hong Kong and this Company.

We note that Lord Passfield agrees that the document will require redrafting in order to put it into a more usual and convenient form, and we are re- questing our Solicitors to proceed with the preparation of a revised draft.

It is also noted that it will be necessary for the assent of the Governor of Hong Kong to be obtained to the agreement as finally drafted before it can enter into operation.

Article 1: We note your observations on the subject of radiotelephonic communication with ships at sea, and that you will be prepared to con- sider the matter further with us in due course.

Article 2(c): The addition of the words

on terms which the Postmaster General considers satisfactory"

at the end of the proviso to Article 14 is accepted.

6. Article 8: We note that the Company may assume that the Secretary of State will not be prepared to support unreasonable demands for unremunerative services.

Article 9: We agree that this article should be put before Article 8 and that the latter article should be redrafted to deal solely with future services.

Article 11: Your observations on the question of royalty on the telephone services are noted. We would ask however that the words :
